In the US and elsewhere in the world, notary public "lawyers" are a common pseudo-service. My trips in a few third world countries, Latin and Asian alike, have given me an insight about the notaries (public) that offer their services to citizens of their countries wishing to immigrate to the States or Canada. They are pseudo-lawyers. If they offer services, that is because they know an inkling or two about an immigration law. They listen to the news of reformed immigration acts. When they happen to hear about new immigration programs, they grab the ledger and knock doors.
